Instituutioiden yhteensopivuuden ongelma suomalaisessa suurpetopolitiikassa

Susikannan kasvu ja levittäytyminen Länsi-Suomeen aiheuttaa yhteiskunnallisia jännitteitä. Villieläinten ja ihmisten elämänmuotojen yhteensovittamiseksi on luotu erilaisia yhteiskunnallisia järjestelyjä, instituutioita. Aina instituutiot eivät sovi hyvin yhteen ongelmien, paikallisten tapojen tai muiden inhimillistä toimintaa ohjaavien instituutioiden kanssa. Tämän hankkeen tarkoituksena on selvittää, mistä yhteensopimattomuudessa on kyse. Sovellamme etnografista tutkimusstrategiaa ja pragmatistista kollektiivisen toiminnan teoriaa. Tutkimuksessa luodaan teoreettista ja paikallista potentiaalia ymmärtää institutionaalisia ja sosioekologisia olosuhteita ja keinoja keksiä ratkaisuja elinolojen, suden suojelun ja yhteiskunnan tarpeiden turvaamiseksi. Hanke käynnistyi syyskuussa 2011 ja päättyi elokuussa 2015. Työtämme rahoitti Suomen Akatemia ja Riista- ja kalatalouden tutkimuslaitos (vuoden 2015 alusta Luonnonvarakeskus LUKE).

Human-Wildlife Transactions: A Pragmatist Approach to Institutional Fit

Ecosystem properties, social-ecological interactions and institutions that govern productive practices vary in degree to how they “fit” together. The problems concerning institutional fit are the key reason for the most developmental and environmental tensions and conflicts and unintended consequences of policy actions. The task of this research is to explicate what, exactly, is institutional fit and how to foster sustainable co-habitation of humans and wildlife. The specific case is Finnish wolf policy. The theoretical orientation of the research builds upon institutional economics and social-ecological systems theory and the insights they offer are extended by the pragmatist conceptions of habit and transaction. The specific research questions are: 1) to identify emotions in relation to the presence of the wolf, 2) to gain insight about the social-ecological patterns and disturbances of human-wildlife-environment transactions, 3) to design alternative institutional arrangements to foster reasonable social-ecological co-evolution of habits and life modes, human and non-human. We apply ethnographic strategy. The materials are collected by participant observation, interviews, focus group discussions, and transactive workshops. The project started in September 2011 and concluded in August 2015. The work was funded by the Academy of Finland and the Finnish Game and Fisheries Research Institute (since the beginning of year 2015 the Natural Resources Institute LUKE).
